What Mo’asher Is

Mo’asher is Dubai’s official rental and sales price index, launched by DLD in cooperation with Property Finder. It aggregates registered tenancy contracts (via Ejari) and sales transactions to produce a data-driven benchmark of prevailing rental rates by community, building type, size, and specification.

The RERA rental calculator sits on top. RERA (Real Estate Regulatory Agency, part of DLD) publishes a rental increase calculator that uses Mo’asher data. For any existing tenancy, the calculator determines what the current rent is compared to the market rate for equivalent property — and what maximum increase (if any) the landlord is permitted to charge on renewal.

Why it exists. Before the RERA cap, Dubai’s rental market had frequent renewal shocks — landlords could raise rent 30-50%+ on renewal in tight markets, leaving tenants with limited practical options. The cap creates a predictable annual-increase framework that protects tenants from arbitrary hikes while allowing landlords to catch up when their current rent lags the market meaningfully.

The Five-Tier Increase Cap

The RERA rental cap is tiered based on how far the existing rent is below the market rate for equivalent property. The current tier structure (as of 2026):

Notice period. Landlord must serve 90-day written notice of a rent increase before contract renewal date. No notice = no permitted increase for that renewal cycle.

Tenants can also ask for reductions. The cap works both ways in soft markets. If current rent is above market rate, tenant can request reduction to align with market — and if landlord refuses, the tenant can take the case to the Rental Committee for adjudication.

Practical example. Tenant paying AED 90K/yr on a Marina 1-bed. Mo’asher market rate for equivalent unit is AED 120K/yr. Current rent is 25% below market — falls in the 21-30% tier — landlord can propose a maximum 10% increase to AED 99K/yr. Landlord cannot demand AED 120K/yr immediately; the increase happens over multiple renewal cycles until parity is reached.

Rental Committee & Disputes

Disputes over rent increases (or reductions), eviction notices, service charge disputes, and other tenancy issues are handled by the Rental Dispute Center (Rental Committee), which sits under DLD.

Process. File a case at the Rental Dispute Center (small filing fee, typically 3.5% of annual rent capped at AED 20,000). Case is heard by a panel; decision is binding. Timeline typically 30-60 days from filing to decision. Both landlords and tenants can file.

Common cases. (1) Landlord demanded above-cap rent increase — committee typically enforces the cap; (2) Landlord issued short-notice or non-compliant eviction — committee can order tenant reinstatement; (3) Tenant refused to vacate after valid eviction notice — committee can order vacation; (4) Service charge dispute — committee reviews and can order refund or payment as appropriate.

Can my landlord raise my rent by more than the cap allows?

No. The RERA rental cap is a legal limit — any demand above the cap can be challenged at the Rental Committee, which will enforce the cap regardless of what the tenancy contract says.

Does the cap apply to new tenants?

No. New tenancy contracts are at market rate agreed between parties. The cap only applies to renewal increases on existing contracts.

How much notice must a landlord give?

90 days written notice before contract renewal date, if the landlord intends to change any term (rent increase, eviction, contract not renewed). Missed notice = automatic renewal on existing terms.

Can I get a rent reduction if the market has softened?

Yes, in principle. If current rent is above market rate, tenant can request reduction. If landlord refuses, tenant can file at Rental Committee. In practice, negotiation with landlord first usually produces a middle-ground outcome without needing formal filing.
