Participating-developer inventory is the only path. The fee waivers and pricing benefits apply to specific participating-developer projects. A first-home buyer who falls in love with a non-participating developer’s property cannot transfer the program benefits over. Plan the property search inside the participating list, not outside it.

Bank choice matters. Only 5 banks participate, with aligned products. If you have an existing strong relationship with a non-participating bank, switching to one of the 5 participating banks for the duration of this purchase may involve some friction. The program rate offers are typically competitive but worth comparing against non-program options.

The "first-time" definition is Dubai-freehold-specific. Previous home ownership elsewhere in the UAE, in your home country, or as part of an inheritance does not necessarily disqualify you — the test is current Dubai freehold ownership.
